摘要

人工智能亟待风险善治,通过社会多元主体的共治,构建可控的应用环境、可靠的安全属性、合理的责任机制,形成科学和有效的人工智能风险治理体系,以实现控风险和保安全、促生产力和提升竞争力、服务群众和优生产关系的目标。人工智能的风险善治主要由三部分构成:一是人工智能环境的私域性、动态化、人性化、复杂性等特征,要求遵循透明、超前、人本、系统的善治原则;二是人工智能的技术属性、发展属性、社会属性、治理属性,要求实施本质安全、发展优先、公平公正、统筹兼顾的善治方针;三是人工智能风险所有权的缺位、分散、交织、模糊等状况,要求建立健全责任到位、联动、连带、兜底的善治机制。
        Good governance for artificial intelligence risk is urgently needed.Through the co-governance of multiple social subjects,we need to build a controllable external application environment,reliable internal security attributes and reasonable responsibility-sharing mechanism,and then establish a scientific and effective artificial intelligence risk governance system,so as to reach the targets of risk control and safety ensurance,productivity promotion and competitiveness enhancement,production-relations optimization and serving the people.Such a good governance system is composed of at least three parts:the first part is the risk governance rule of transparency,advancement,humanism,systematicness,due to the artificial intelligence environment characteristic of localization,dynamics,humanity and complexity; the second part is the risk governance policy of security in nature,priority for development,fairness and justice,and overall consideration,in consideration of the technical attribute,development attribute,social attribute and governance attribute of artificial intelligence; and the third part is the risk governance mechanism of responsibility in-place,responsibility linkage,responsibility joint and responsibility detail-reveals,in order to improve the absent,dispersive,interweave and ambiguous risk ownership situation.
