摘要
LDAR工作是我国VOCs管控的重要政策,多部规范和政策文件要求石油炼制、石油化学和合成树脂行业开展LDAR工作。而LDAR基础信息统计是LDAR现场检测、泄漏修复、排放量计算和数理统计的基础,因而是LDAR工作极为重要的环节。目前没有详细规程指导企业具体开展LDAR基础信息统计工作,导致LDAR基础信息统计工作存在人力物力投入大和真实性难以保障的问题,更为后续LDAR工作带来困难。为了解决这一问题,提出了LDAR基础信息统计操作法。从而将LDAR工作落到实处,有助于改善我国现阶段大气环境形势。
Abscract: LDAR is an important policy of our country VOCs control, specification and policy documents require petroleum refining, petrochemical and synthetic resin industry LDAR. LDAR basic information statistics is the basis of LDAR field detection, leakage repair, emission calculation and mathematical statistics, so LDAR basic information statistics is a very important link in LDAR. At present, there is no detailed procedure to guide enterprises to carry out LDAR basic information statistics, which leads to the problems of large investment of manpower and material resources and difficult to guarantee the authenticity of LDAR basic information statistics,and more difficult to follow up LDAR work. To solve this problem, this paper puts forward the LDAR basic information statistics. This makes LDAR into effect, and helps to improve the atmospheric environment situation at the present stage in China.
