违流运输对西安局集团公司清算效益的影响分析

摘要
新实施的铁路货运承运清算办法,确立了基于承运企业付费清算为核心的清算机制,体现出明显的货运市场营销激励导向。在实际运输组织过程中,违流运输是客观存在并具有一定的合理性,结合2018年西安局集团公司已清算数据,对规定径路和违流运输车流主要清算指标进行了比较分析,说明运输径路调整与铁路局集团公司经营效益息息相关。通过对不同径路清算结果的对比,不仅可以满足新形势下调度生产指挥、市场化经营和财务清算需要,而且促进调度生产部门、基层单位转变观念、创新经营,将保畅通和增效益兼顾起来,符合公司制改革对铁路运输企业的要求。
The newly implemented measures for the liquidation of Railway Freight Transport establishes a new mechanism, which reflects the obvious incentive orientation of freight marketing. In the actual transport organization process, the illegal transportation is objective and reasonable. Based on the liquidation data of China Railway Xian Bureau Co., Ltd. in 2018, it shows that the adjustment of transportation routes is closely related to the operation benefit. By comparing the liquidation results of different routes, it could not only meet the needs of dispatching production command, mar-ket-oriented operation and financial liquidation under the new situation, but also promote the dispatching and production departments and grass-roots units to change their ideas and innovate their management.
