乡村振兴战略视阈下新时代乡村建设路径与机制研究

摘要
乡村振兴战略是新时代中国特色社会主义破解农业和农村现代化发展不足的国家战略定位,是实现乡村社会经济自然创新协调统筹发展的系统工程,打破城乡二元结构加速形成城乡融合发展的新格局。乡村产业振兴是优先农村农业发展的经济基础,绿色发展是实现乡村可持续发展的必然选择,新型乡村社区是乡村就地城镇化的关键载体,产业融合是乡村建设的核心动能。坚持乡村建设的规划先行和支农政策保障,因地制宜培育乡村建设的比较优势和竞争优势,加大农村人力资本投入,健全和完善乡村综合治理新体系,大力发展非农产业带动城乡融合发展。通过构建创新乡村发展机制,培育乡村产业协调发展机制,建设生态宜居"两型"乡村,推动新时代乡村建设迈上新台阶。
The strategy of Rural Revitalization is the national strategic orientation of the socialism with Chinese characteristics to solve the insufficient development of agriculture and rural modernization in the new era.It is a systematic project to realize the coordinated development of the social,economic and natural innovation in rural areas,and to break the dual structure of urban and rural areas and accelerate the formation of a new pattern of urban-rural integration and development.Vitalization of rural industry is the economic basis of giving priority to rural agricultural development.Green development is the inevitable choice to achieve sustainable rural development.New rural communities are the key carriers of rural in-situ urbanization.Industrial integration is the core drive of rural construction.The government should adhere to the planning first policy and the guarantee of agriculture-supporting policies,cultivate the comparative and competitive advantages of rural construction according to local conditions,increase investment in human capital in rural areas,improve the new system of comprehensive rural governance,vigorously develop non-agricultural industries,and promote the integration of urban and rural development.The rural construction in the new era will step into a new stage through the construction of innovative rural development mechanism,the cultivation of coordinated development mechanism of rural industry,and the construction of ecologically livable"resource-conservation and environment-friendly"villages.
