摘要

实现城乡平衡发展和农村充分发展的着力点是供给侧结构性改革,制度保障是全面深化改革,农村土地政策创新是重要的引擎。建议土地政策创新的路径:创新体制机制,加快推进农村承包地"三权分置";政策支撑,推进农村承包地"一块田"改革;构建"土地整治+"模式体系,推进我国农业转型升级;创新模式,有序推进宅基地"三权分置";创新差别化的政策供给体系,有序推进涉地指标跨区域交易。
        To realize urban and rural balanced development and sufficient development of rural area,supply-side structural reform is the acting point,comprehensively deepening reform the system guarantee,and innovation of rural land policy the important engine.Therefore,this paper suggests innovating system and mechanism to accelerate "separating three rights"of contracted rural land,providing policy support to promote the reform of "one household one large land",building the "land reclamation plus"mode and system to advance agricultural transformation and upgrading,innovating working pattern to orderly push forward"separating three rights"of residential land,and innovating differential policy supply system to orderly promote the cross-regional trade of land target.
