摘要
实施医师注册电子证照制度,是贯彻落实党中央、国务院决策部署,深化卫生健康领域"放管服"改革的重要举措,对于加快转变政府职能,提高卫生健康行政部门服务效率和透明度,进一步加强监管具有重要意义。为此,文章深入分析了电子归档管理的现实意义与应用前景;分析了电子文件审批档案存在的问题,最后提出了提高注册医师数字化档案质量的对策,包括:明确审批归档模式;制定统一的业务管理规范;严格执行制度规定以确保档案信息安全;着力开发利用共享档案信息化资源等。
Electronic certificate system of doctor registration is an important measure to implement the policy by the CPC Central Committee and the State Council and to carry out reforms in health care system to delegate power, streamline administration,and optimize government services. It is of great significance to accelerate the transformation of government functions and improve the service efficiency and transparency of health administrative departments. This article elucidates the practical significance and future application of electronic archiving management, analyzes the problems in the process of review and approval of electronic files, and proposes the countermeasures to improve the quality of digital archives of registered doctors, which include a clearly-defined archiving mode for review and approval, uniform operational management norms, strictly-implemented policies and regulations to ensure the information security of archives, and development and utilization of shared and informationized archive resources.
