浙江省再生资源产业转型升级方向与路径研究

摘要
随着供给侧结构性改革深入推进,再生资源的"资源属性"功能下降,无效低端再生资源产品供给已较难适应高端制造业的发展,再生资源的"环境属性"功能上升,再生资源废弃产生的环境污染和再生资源回收利用带来的二次环境污染等问题亟需标本兼治。文章分析了浙江省再生资源产业发展的现状,并以问题为导向,提出了再生资源产业转型升级的四个方向和六条路径。
With the further advancement of supply-side structural reform, the "resource property" function of the recycling resources is weakening while the supply of invalid and low-end recycling resource products can hardly adapt the development of the high-end manufacture industry. By contrast, the "environmental property" function of the recycling resources is emerging and strengthening so that it needs fundamental solutions to address the problems such as environmental pollution and secondary pollution caused by abandon and recycling of renewable resources. This article analyses the current situation of the recycling resource industry development in Zhejiang province, and by taking the problem as a guiding, the paper comes up with four directions and six approaches on transformation and upgrade of the recycling resource industry.
