摘要

由于城市化进程的不断深入,遗址保护与利用间的矛盾越发严重。就实际保护与利用情况而言,公众依旧处在边缘化位置,其切身利益并没有得到良好保障,特别是遗址区域的居民。积极鼓励和引导公众参与公共事务,也是民主权利实现的重要表现,争取自身权益的核心途径。公众参与主要是通过一定的途径和方式对公共事务表达建议,共享发展的成果。基于此,文章结合遗址保护与利用的现存问题展开分析,进一步提出遗产保护与利用的公共参与机制构建,以供参考。
        As the process of urbanization continues to deepen,the contradiction between the protection and utilization of the site is becoming more and more serious.According to the actual protection and utilization situation,the public is still marginalized,and its vital interests have not been well protected,especially the residents in the site area.Actively encouraging and guiding the public to participate in public affairs is also an important manifestation of the realization of democratic rights and the core way to strive for their own rights and interests.Public participation is mainly to express suggestions on public affairs through certain ways and ways,and to share the achievements of development.Based on this,this paper analyzes the existing problems of site protection and utilization,and further puts forward the construction of public participation mechanism for heritage protection and utilization,for reference.
