摘要
随着信息化的飞速发展,信息化考核方式和内容也在不断变化。从信息化考核指标的角度和铁路企业信息化现状出发,分析、借鉴国家信息中心、发改委等不同行业和企业所发布的信息化考核指标,从中分析出企业信息化考核的发展趋势,提炼出对铁路企业有借鉴意义的评价原则和方法,最终提出铁路信息化评价考核指标体系。该体系涵盖了业务应用需求、技术平台需求、保障体系需求3个方面的内容,指标体系设计上,分别从基础指标和效能指标两个角度进行,在基础指标体系中,从"公共技术平台规划"和"保障规划体系"中提取出考核指标;在效能指标体系中,从效能角度提取战略决策、资源管理、铁路运输、经营开发、铁路建设、综合业务协同方面的指标。这套指标体系配合企业未来的发展战略,将企业未来的重点发展内容落实在具体的考核指标中,使企业的信息化战略具有可实施性。
        With the rapid development of informatization, the assessment methods and contents of informatization are changing constantly. Starting from the angle of the informatization evaluation index, and the present situation of railway enterprise informatization, this paper analyzed and drew lessons from the informatization evaluation index issued by different industries and enterprises such as the National Information Center, the National Development and Reform Commission, and analyzed the development trend of enterprise information assessment from them. The evaluation principles and methods of reference for railway enterprises were refined, and finally the evaluation index system of railway information was proposed. The system covered three aspects: business application requirement,technology platform requirement and support system requirement. The design of index system carried out from two perspectives: basic index and efficiency index. In the basic index system, it was extracted the evaluation index from the "public technology platform planning" and "guarantee planning system". In the efficiency index system, it was extracted the indicators of strategic decision-making, resource management, railway transportation, operation and development, railway construction and integrated business coordination. This set of indicators system coordinates with the future development strategy of enterprises, implements the key development contents of enterprises in the future in specific assessment indicators, and makes the informationization strategy of enterprises feasible.
