摘要
以我国煤层气产业发展为背景,分析了我国煤层气价格竞争力的现状及影响因素,得出能源经济成本的逐步下降是提高价格竞争力的根本,在能源经济成本既定的条件下,环境成本是能源价格竞争力的关键。通过对比煤层气发电和燃煤发电成本,测算出煤层气的价格竞争力。实证分析结果显示:在不考虑环境成本的条件下,我国煤层气发电的成本约为0.3元/千瓦时~0.6元/千瓦时,高于火力发电的0.325元/千瓦时,表明煤层气缺乏价格竞争力。如果把煤层气和火力发电所产生的环境成本货币化,煤层气发电将具备一定的价格竞争力。根据以上研究结果提出逐步落实煤层气定价机制,不断调整价格补贴政策,提高煤层气价格竞争力,促进煤层气产业发展。
This paper analyzes the status quo and impacting factor of the price competitiveness of China 's coalbed methane with the industrial development of China's coalbed methane, concludes that the gradual reduction in energy economic cost is the essence of raising pricing competitiveness, in the condition of unchanged energy economic cost, the environment is the key to energy price competitiveness. By comparing the power generation cost from coalbed methane and coal-fired, the price competitiveness of coalbed methane is measured. The empirical analysis reveals that: the power generation cost of coalbed methane of China is about 0.3-0.6 Yuan/kilowatt hour without considering the environment, which is higher than0.325 Yuan/kilowatt hour of thermal power, and the coalbed methane is lack of price competitiveness. If the environment cost of coalbed methane and thermal power are monetized, the coalbed methane power generation will have price competitiveness to some extent. According to the above results, this paper suggests that we should gradually consolidate pricing mechanism for coalbed methane, continuously adjust price subsidy policy, raise coalbed methane price competitiveness and improve the industrial development of coalbed methane.
