“放管服”背景下水利工程招标代理选择模式实践与探索

摘要
随着"放管服"改革的进一步深化以及招标代理资质和收费标准的取消,招标代理服务机构的数量进一步增多,无序竞争、不法竞争时有出现,招标人选择招标代理机构的难度进一步加大,必须用科学合理的应对策略解决问题,引入竞争机制选择"质优价廉"的招标代理服务。
With the further deepening of the reform of "delegate power and optimize service", the cancellation of the qualification of bidding agents and the abolition of charging standards, the service agencies for bidding agents have further expanded. Due to disorderly and illegal competition, the difficulty of the tenderee choosing the bidding agency has increased, which should be solved with scientific and reasonable coping strategy. The competition mechanism to choose the agency service with high quality and low price should be introduced.
