开放基金管理对国家重点实验室发展的重要作用——以水稻生物学国家重点实验室为例

摘要
国家重点实验室开放基金是重点实验室推动学科基础研究与发展,开展高层次人才培养的重要手段。水稻生物学国家重点实验室秉承"开放、流动、联合、竞争"的方针,自2006年起设立开放基金,在资助对象、资助形式、评审制度、经费与考核管理等方面形成了一套行之有效的运作和管理方式。"十二五"以来,水稻生物学国家重点实验室共资助34个开放课题,重点资助水稻生理、抗逆、育种利用等方面的研究,有效地扩大了实验室的影响力,集聚了水稻生物学研究的力量,推动了水稻生物学的发展。
The state key laboratory open foundation is an important measure for key laboratories to carry out basic research, promote laboratory construction and train of high-level talents. Adhering to the policy of openness, mobility, union and competition, State Key Laboratory of Rice Biology set up the open foundation since 2006, formed a set of effective operation and management methods on sponsoring targets and forms, the appraisal system, funds and examination. Since the 12 th five-year plan, State Key Laboratory of Rice Biology has sponsored 34 programs mainly focus on the areas of rice physiology, stress resistance and breeding utilization, by which expanding the influence of the key laboratory, gathering the high-level researchers, promoting the development of rice biology subject.
