摘要
在世界区域开发史上,中美两国西部开发最令世人瞩目。在中美西部开发中,土地资源开发均是核心内容。中国西部大开发以来,由于中央政府高度重视,西部土地资源开发在短期内取得了明显成效,但还存在一些不容忽视的问题。中美西部土地资源开发的背景和目标有相似之处,基础与环境有所不同,开发手段各有侧重,开发机制则有本质的区别。推进中国西部土地资源开发,不能照搬美国的做法,但美国西部土地资源开发的经验和教训具有重要的借鉴价值和警示意义。应以美国教训为戒统筹兼顾土地资源的利用与保护,以健全的土地法律统领土地资源开发过程,充分发挥市场机制在土地资源开发中的决定性作用,并构建中央政府与地方政府在土地资源开发中合理的分权关系。
In the history of regional development in the world,the western development in the United States and China surprises the world mostly. In the western development in the United States and China,land resource development is core contents. Since the implementation of China's west development strategy,because the central government has been paying great attention to the land resources development in the west,the land resource development in the west of China has achieved a significant effect in a short term,but there is still some problems that can not be ignored. The background and objectives of the land resource development in the western of the United States and the China are similar to a certain extent,but the foundation and environments differ,the means have different emphases,and the mechanisms are still different essentially. Therefore,China can not copy the United States approach in the promotion of land resources development of China,but the experience and lessons of the United States have important reference value and warning significance. China should learn the experience and lessons from the United States to overall use and protect land resources in the west of China,use perfected land laws to overall command the land resource development process in the west,play fully the decisive role of market mechanism in the land resource development in the west,and construct the reasonable decentralization relationship between the central government and local government in the land resources development in the west.
